In Wireframe's reporting the Pentagon shows up mostly as a buyer that sets the terms AI companies sell on. In February 2026 Pete Hegseth designated Anthropic a national-security "supply chain risk" after the company refused to drop two limits from its contract: no fully autonomous weapons making final targeting decisions, and no mass domestic surveillance. A federal judge in California, Rita Lin, ruled against the Pentagon on August 27.
An OpenAI contract document released through a FOIA lawsuit defines the models the department wanted as having "minimal refusal rates." A Justice Department lawyer representing the Pentagon first confirmed it was the signed version, then withdrew that.
The money points the same way. The FY2027 request asks for nearly $54 billion for the Defense Autonomous Warfare Group, against $225.9 million in fiscal 2026.
