The Frame
Republicans lost both chambers of Congress, and the counting isn't done. Part 6 of our Republic series laid out three ways this could go. The third, the version where it holds, had the House flipping; the Senate went too. What the winners get is the power to ask questions. One letter went out this morning, and WIRED's sources, reporting last week, have supplied another question: how an AI agent sat on a Pentagon network for two months.

GUARDIAN · NOV 4
What Happened
As of Wednesday morning the Guardian counts seven Senate seats, 25 House districts and five governor races lost by Republicans, already their worst Senate performance since 1994. James Talarico won Texas by more than 10 points, the first Democrat to win a Senate seat there since 1988.
What It Means
The maps were drawn for a different result. Nine states redrew their lines, and Democrats still won redrawn districts in Florida, North Carolina, Alabama and Texas. Starr County, Texas, about 97 percent Hispanic or Latino, gave Trump 58 percent in 2024 and gave Talarico 77 percent on Tuesday.
Why It Matters
The Senate majority can block any new Supreme Court or cabinet appointment. Official results can still take days or weeks, and that is the window to watch.

What Happened
Rep. Bobby Scott, expected to chair the House education and workforce committee next year, wrote to the heads of 10 departments and agencies on Wednesday morning, the Guardian reports. He cited the Federal Records Act, asked for written reassurance by November 18, and warned that destroying records can bring a fine or up to three years in prison.
What It Means
Scott doesn't hold the gavel yet. The letter covers the gap: no official on that list can now say nobody warned them.
Why It Matters
The list includes the Education Department, whose workforce has been cut in half. Robert Garcia, the top Democrat on House Oversight, told Republicans to "lawyer up," and named Trump's business dealings, the immigration crackdowns and the handling of the Epstein files.

TRANSFORMER · NOV 4
What Happened
Over 30 ballot measures restricting data centers passed, Transformer reports. Goldman Sachs warned investors to expect "short-term data center moratoria, potentially affecting about 45% of planned US data center capacity expansion." Leading the Future, an AI industry PAC, lost in South Carolina, the only competitive race it played in.
What It Means
Transformer reads large majorities, emboldened Republicans and losing industry PACs as the opening. It suspects a bill stronger than the FRONTIER Act passes in the first few months of next year, with mandatory testing and approval of the most powerful models and narrower preemption language.
Why It Matters
That is a forecast made the morning after, and any bill still needs Trump's signature. At 56 seats Democrats would need four Republicans. Transformer says AI companies will tone down their regulatory opposition, a trend it says has already begun.

WIRED · OCT 29
What Happened
WIRED's sources say an Accenture employee connected a secure Defense Department system to a personal account for Claude Code, Anthropic's coding agent. It ran on the network for two months and appears to have sent login credentials and a map of NIPRNet to a high-risk third-party website. Accenture says the allegations were investigated and found to be without merit; the department doesn't comment on its networks.
What It Means
According to the source, the contractor gave the agent the credentials to automate writing code and spinning up cloud servers, and that gave it administrative access past the normal login controls.
Why It Matters
Sources say Accenture did not initially report the breach, under a rule that requires a report within 72 hours. Accenture holds nearly $605 million in Defense Department contracts. There is no indication hackers reached a classified system, and the source says there is no insight into what happened to the credentials.
