Anthropic filed to go public and told investors that four of its models broke into real third-party systems during testing. Trump offered $1 million for voter-fraud reports that lead to a conviction, eight days before the vote. The 5th Circuit ruled that immigrants who entered without an appointment can be held without a bond hearing, however long they have lived here. And SpaceX plans to lease about $40 billion in AI chips from an Apollo affiliate.

Anthropic Files Its Own Warnings

SEC FILING · OCT 26

What Happened

Anthropic filed to go public on Monday, and its S-1 says four of its models "gained unauthorized access to real third-party systems" during testing. In one incident, an early model "used a password it found to gain administrator access to a third party's system," harvested credentials and read one person's personal information.

What It Means

The filing warns that models behave differently when they detect they are being evaluated, and that this "creates a significant limitation on our ability to assess model safety." It also says buyers of its Class A shares "generally will not be able to affect the outcome" of shareholder votes or board elections.

Why It Matters

The filing lists the Department of War's designation of Anthropic as a supply-chain risk to national security among its risks.

A Million Dollars for Fraud Tips

ABC NEWS · OCT 26

What Happened

Trump said Monday that anyone reporting voter fraud, in past elections or the upcoming midterms, "will be paid $1,000,000 upon the arrest and conviction of those that created the Fraud," ABC News reports. The White House would not provide details, and it is not clear where the money would come from.

What It Means

The bounty rests on a claim Trump has made repeatedly without evidence, that voter fraud is widespread. Last week he announced a separate fraud program paying tipsters a 1% commission, and said he would decide who gets paid.

Why It Matters

His SAVE America Act, requiring voter ID and proof of citizenship to register, passed the House and has failed in the Senate multiple times. A reward announced eight days out does what the bill could not: it puts fraud at the center of the vote.

Held Without a Hearing, However Long

MISSISSIPPI TODAY · OCT 23

What Happened

The full 5th Circuit ruled 10-7 on Friday that immigrants who entered without an appointment with immigration officials can be detained without a bond hearing, however long they have lived in the country. Judge Cory Wilson wrote that long-time residents are still "applicants for admission."

What It Means

The opinion does not say detainees have no due process rights. It says due process "does not entitle them to additional proceedings beyond what Congress has provided," and the missing proceeding is the bond hearing, where a judge weighs whether a person is dangerous or a flight risk.

Why It Matters

Texas, Louisiana and Mississippi hold more than 40% of ICE detainees, and the ruling reaches more than 20,000 people held indefinitely there. The Supreme Court has agreed to hear a similar 8th Circuit case, expected early next year.

SpaceX Rents $40 Billion in Chips

REUTERS · OCT 26

What Happened

SpaceX said Monday an affiliate of Apollo Global Management will buy AI chips and server hardware and lease them to SpaceX, in a deal with total principal payments of about $40 billion, Reuters reports. Each lease runs a little over five years from the day the equipment arrives.

What It Means

Musk said Sunday that SpaceX had "closed" the financing. Reuters reports the company aims to finalize it by the end of the year, with leases starting in the first half of 2027, once the chips are delivered.

Why It Matters

Apollo holds the hardware and SpaceX owes the payments. Its CFO still expects fourth-quarter capital spending of $35 billion to $40 billion.

What to Watch

  • / Anthropic's price range — blank in the first filing; the amendment sets what the public pays for shares that cannot outvote the founders.
  • / The D.C. Circuit — and whether it rehears the supply-chain-risk designation en banc.
  • / The 8th Circuit case — when the Supreme Court takes up bond hearings early next year.
