On Saturday Trump announced on Truth Social that he is forming an "AI Force," "much like I did Space Force," and will soon name an AI czar. "We will not in any way hinder or stifle the Growth of this incredible Industry," he wrote. "Rather, we will cherish it, help it, and watch over it, as it grows!" Wrongdoing goes to the "already existing Criminal and Civil Justice System." No order, no authority, no czar named.

What It Means

Six days after three lab chiefs asked for a slowdown, the answer is a body whose stated job is to protect the industry from being slowed. A mission statement before a charter. A shield with a badge.

Why It Matters

Watch the czar's name and the charter. If it says "promote" and never "constrain," the accelerator got a new pedal.

Bessent Opens an AI Hotline to Beijing

What Happened

US and Chinese officials have begun talks to propose a mechanism for notifying each other of AI incidents that could threaten national security, Treasury Secretary Scott Bessent said Sunday. The framework, called the US China AI Dialogue, would bring both sides back to align on threats. "We think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important," Bessent told reporters. Export controls were not discussed. Xi visits Washington this week.

What It Means

The administration that calls domestic oversight a conspiracy is building an incident channel with its chief rival. The labs get no auditor. Beijing gets a phone number. Sacks said China would never join a pacing agreement. Bessent just started one.

Klein: Stop the Labs, Don't Pace Them

Klein argues the labs' own slowdown language is the wrong goal. "Pacing the frontier isn't enough. That's not a goal. Walking quickly off a cliff is only marginally better than sprinting off one." He wants the default flipped: the labs prove recursive self-improvement is safe before they pursue it, with Congress left to carve narrow exceptions. Altman told Fortune a ban "probably wouldn't be enough." Klein calls that absurd. His close: "It is time to make them stop."

What It Means

The paradox he names: the labs fear loss of control above all, and their product path is to hand it over as fast as possible. "OpenAI would need permits to cover their parking lot in solar panels, but they can accelerate into recursive self-improvement, as best I can tell, whenever they so choose."

ICE's Target Map Is Filed as Address Cleanup

Three Fordham law students, writing for Tech Policy Press, examine ELITE, the Palantir tool ICE uses to map deportation targets, build dossiers, and score the confidence that a person lives at an address, from government databases, data brokers and the open web. Sworn testimony describes it finding "target-rich areas where arrests were more likely." DHS files it as producing "normalized address data," not a "principal basis" for legal decisions, keeping it out of the "high-impact" category.

What It Means

The classification is the mechanism. Call a targeting system an address normalizer and the high-impact rules never apply. The record cannot say whether anyone arrested off it can contest the basis.

Why It Matters

Watch for the first suppression motion built on ELITE. A court that reaches the field record decides whether "normalized address data" survives a raid.
