Canada Matches, Dollar for Dollar

What Happened

Weekend trade talks collapsed and US duties on $20bn of Canadian goods took effect. Canada answered with 50% retaliatory tariffs on $20bn of US goods, at 15%, 25% and 50% across 700 products from September 8 — Mark Carney's promised “dollar for dollar.”

What It Means

Trump called Canada “easily the most difficult and unreasonable” and wrote that Canadians “are not a State, and will be entitled no longer.” The tariffs are trade policy. The language is annexation talk.

Why It Matters

Both economies are now in a retaliation loop with published escalation dates and no live negotiation. The schedule has become the diplomacy.

The Datacenter Permits Go Dark

What Happened

A proposed EPA rule would end the Clean Air Act requirement that "minor" polluters publicly disclose how much pollution a planned datacenter will release, making disclosure voluntary at officials' discretion. The comment period just closed.

What It Means

Developers already split permits into per-generator pieces to stay under state-level “minor” review. Former EPA air chief Joe Goffman calls it a “regulatory subsidy”: states courting datacenters can offer silence as the incentive.

Why It Matters

Law clinics, watchdogs and journalists are the enforcement layer for these permits. This rule cuts off the data they run on, and communities will host the emissions without being told what they are.

A Moral Red Line, Renewed

What Happened

UN Secretary-General António Guterres and ICRC President Mirjana Spoljaric renewed their 2023 appeal for binding rules on autonomous weapons. The warning: the world is “dangerously close to crossing a moral red line: the autonomous targeting of humans by machines.” They want prohibitions on unpredictable systems and on systems that target humans.

What It Means

The original appeal set 2026 as the deadline for a binding instrument. It is August 2026, and the ask has shrunk to “decide to negotiate” at November's weapons-convention review in Geneva.

Why It Matters

The ICRC's case is mechanical: a combatant can surrender or be wounded, and a system that reduces people to sensor data can honor neither. After November, no clearer venue exists.

Gary Went Dark for a Week

What Happened

Nearly 100,000 people in Gary, Indiana spent a week without power. The grid is run by NIPSCO, which has proposed independent deals with datacenters owned by Amazon and Alphabet. Indiana hosts 147 datacenters, 120 under construction, drawn by a state tax exemption on datacenter electricity.

What It Means

NIPSCO raised Gary bills $83 between 2023 and 2025, double-billed 3,500 customers and sat on the error for a year. Capacity flows to the exempt buyers. The ratepayers who cannot exit absorb the rates and the risk.

Why It Matters

Amazon's New Carlisle campus cost $11bn, Meta's Lebanon site $10bn, and the residents keeping the lights on for them lost theirs. NIPSCO's parent already created a utility dedicated to datacenters. That is the two-tier grid, formalized.

The Algorithm Stayed in Beijing

What Happened

NPR's Bobby Allyn covered the TikTok US sale. His first instinct on “China runs the algorithm” was “that's BS,” a line he took for China hawks “honestly being xenophobic” — after digging in, “I moved farther away from that.” He cites resources shared between Beijing and TikTok, and Douyin's record of suppressing Tiananmen and Taiwan.

What It Means

His conclusion: “They do control at the end of the day the algorithm for TikTok.” The equity changed hands. The ranking machinery that decides what 170 million Americans see did not.

Why It Matters

The sale was the national-security fix, and the thing the security case was about did not move. Ownership without the algorithm is a receipt, not control.
